Run as administrator vista

The Call to AdjustTokenPrivilege fails with ERROR_NOT_ALL_ASSIGNED. However, when I right click and run as administrator the call succeeds and the apps works. This brings me to my questions: 1. Why would an app not run with the privileges of the person that executes it (an administrator user in this case). Vista Security? 2.
